I'm on a dialup connection. I have a USR external 56K modem.
I am running Win98se.

Last week I connected to the internet with no problems. I was gone
for the weekend. When I got back yesterday, I could only connect at
24K. Normally I always connect at 44K and occasionally a little
faster.

I called my ISP and as usual they told me there is something wrong
with my computer. (which I thought was bullshit since it worked fine
before the weekend). I should have known better than to listen to the
idiot who began by saying he was not too familiar with win98,

He had me go to CONTROL PANEL / MODEMS. There were 4 entries for the
same modem listed and he had me remove all but one of them. Then he
had me run the ADD/REMOVE and run the REPAIR for IE6. (even after I
told him I only use Firefox). Then he had me go to CONTROL PANEL /
NETWORK, and told me that was wrong.
I had the following
TCP/IP > Dial-up Adaptor
TCP/IP > Dial-up Adaptor #2 (VPN Support)
TCP/IP > Intel(R) PRO/100 VE Desktop Connection

He told me to remove
TCP/IP > Dial-up Adaptor #2 (VPN Support)
and leave the others.

After I got off the phone, I tried to dial. I cant even access the
modem now.
I restored
TCP/IP > Dial-up Adaptor #2 (VPN Support)

I also removed and reinstalled all the modems (using the same
drivers).

No matter what I do, I can not connect. In fact nothing will access
the modem. Even the PHONE DIALER (built into Windows) can not find
the modem.

I have tried everything and have no idea what else to do to fix it.

I called back to my ISP and they told me my computer needs to be taken
in for repair (after they fucked it up), and told me that Win98 does
not connect properly anyhow and I should install XP). [I felt like
telling the asshole to shove XP up his ass. since I have used Win98
for years to connect and I hate XP]

After spending 6 hours trying to fix this, I have run out of ideas.
Running INTERNET CONNECTION WIZARD keeps searching for a modem and it
tells me to manually find a driver and never goes past that point
Everytime I try to run it, that is as far as it goes.

**** HOWEVER

I am using that same modem and same computer right now. I have a
barebones installation of Win98se on another small hard drive. I
unplugged my regular harddrive and plugged in this one. I could dial
right away without any problems. But, I am still only getting 24K
again.

Can anyone please tell me what to do to fix this. I have no idea what
else to do. Needless to say, I am going to begin looking for another
ISP. This is not the first time they have really fucked up my
computer, and I am almost positive the problem is on their end

In Control Panel|Network you should always remove everything and then
install just the particular logon Network you need, then reboot, then
just install the minimum required for your particular situation.
Anything less is not doing it right.

The four modems need to be removed entirely and then a reboot done and
then install only one back using the Control Panel|Modems applet.
Look at C:\Windows\INF\Other folder to delete modem inf files that do
not belong anymore and can be installed transparently without your
ability to stand in the way to stop it from happening. If you delete
the inf file for your current modem, then Windows will ask you for a
files location to effect a real re-installation of all your modem
files. This is the only way to give Windows a chance to overwrite a
possibly corrupted file or two - something else to think about.

None of this will fix your defective phone line - sorry.
