The COFEE tool thing comes on a USB stick-drive.

Most likely, Win-98 wouldn't recognize the stick when it's plugged in,
and there probably isin't any win-98 drivers for it either.

So in that sense, a win-98 system is probably "protected" against the
use of the COFEE tool.

But it remains as to whether such a tool is really needed to access,
decode or decrypt important or useful system resources anyways.
