When I attempt to shutdown, restart, or access the Program manager for a
Ctrl-Alt-Delete, my computer just locks up and I have to remove power to get
it going again. What is wrong?

Does it hour-glass? If so there is some process that is hung and consumes
the mem / cpu. Does the clock and or mouse stop? If so there is some
hardware and or driver corruption / failure. Try a safe mode boot.

Program Manager term hasn't been used since I think Windows 3.1. But have
you tried just doing Cntrl-Alt-Del on the Keyboard? You should get a prompt
asking to shut down. I read that if you do that twice fast the machine
should just shut down also.
