On Windows 2000, is there a way to make the Caps-Lock key act as the
Ctrl key without installing software or accessing the registry?

Remapkey.exe from the Windows Resource Kit will do
it on the fly. There is no need to install anything - just run
the tool, log off and on again and the deed is done.

Is there a switch that can be set within the operating itself, without
having to obtain files and utilities that may not be on the computer
in question (and without requiring admin rigths)?

Not a switch but a registry hack - which breaks one of your
initial restrictions.
