My setup screen for my motherboard doesn't have an option for setting the
state of NUM LOCK when starting Windows. Is there a way to set that through
Windows 2000 or in the Registry?

For the current user; set numlock to on, then log off. Windows 2000 will
save your setting.

Windows 2000 ignores the bios on this issue. Set the Reg_Sz string value of
"InitialKeyboardIndicators"="2"
HKEY_USERS\.DEFAULT\Control Panel\Keyboard
will set the numlock to "On" when no one is logged on. May need to restart
for effect.
