under "advanced tcp/ip settings" i do not have an option for IPSec, only
tcp/ip filtering. how do i get the IPSec option there?

IPsec is configured through the MMC. Start the MMC, load the "IP security
policy management" snapin, and enjoy.

ok. my notebook is part of AD and the "IP sec pols" are for Computer
Configuration->Windows Settings->Security Settings->IP Security
Policies->Server(Request)

and the DC server is set to "Client (Respond Only)"

is that correct? what i see in the "IP Security Monitor\quick
mode\statistics" i'm not sure it is working. i don't see any ESP frames in
network monitor either.

IPsec isn't automatically used. Typically you configure policies on servers
to require IPsec, then configure appropriate policies on clients to respond
with IPsec whenever a server requests it.

Also, note that IPsec between member computers and domain controllers is
specifically not supported.
