That is a security warning!!
We dont know what "program" is attempting to download what to your
system....you did not name the program.....
I would keep that security warning up and decide on an individual file
basis....
Do you have an Anti Virus Program?? a Firewall Program?? an Anti AdWare
Program?? any one of these could give you this message as well Internet
Explorer.
When in doubt and/or it is a download you have not initiated.....check the
name of the file say on Google....but click cancel till you,ve checked.
Be aware that Anti Virus programs can be set to automatically check for
updates so check your settings within the program as can the other safety
programs.
if you need more info post the name of the program that your using that is
trying to download.

reinstalling the OS and all of the programs that came with your laptop is a
viable choice if you cannot get your problem solved.....
on a preinstalled laptop as part of the recovery process it usually erases
the HD and then reinstalls everything to the state of when you first
purchased your system.
So if you have any files that you wish to keep burn them to a CD/DVD.
you will need to read your manual on how to do this....and you will need all
of the CD's that came with your system.
