The PC user is set a scomputer administrator but cannot execue any program.
The message says no permission. Explorer lets me see the program on the C:
drive, but it will not execute. The message is that windows cannot run.
I've done a full spyware and virus check but found nothing. In Safe mode,
Administrator can execute. Creating a new user with admin privileges, then
reboot in normal mode, that user cannot execute any program either.

What do I look for?

This sounds like a situation I've seen with some malware, in which the
association for .exe files is redirected to the malware, which then launches
the .exe

Removing the malware then leaves you with exactly this situation.
