Why does my USB 2.0 ports not perform at 2.0 speeds?

When I connect a device to any of my USB 2.0 ports on my computer, I get a
message that says "This device can perform faster if you connect it to a
Hi-Speed USB 2.0 port". What can I do to fix this problem?

In Device Manager, I do see a Standard Enhanced USB host.
I do not have a PCI USB card in the computer.
The USB ports are provided by my motherboard (ECS GeForce6100SM-M).
It doesn't matter whether I connect the device to the front or the back ports.

I've seen people in here claiming that some old USB leads are inadequate,
and can cause hardware to drop back to USB 1.1 sppeds. though, I own some
positively antique USB leads and have never come across that problem, so
swapping out the USB lead for a newer, better quality one may help.

This error message appears when one of a number of conditions prevail.

1. You connect a USB2 device to a USB1 hub connected to a USB2 system
(Solution: connect device to a USB2 hub or root port).

2. You connect a USB2 device to a USB2 hub or port with a cable that is of
too poor quality to carry the high speed signals (Solution: Try a better
cable).

3. You connect a USB2 device to a USB2 hub or port where the high speed
interface is faulty (Try connecting elsewhere to see if the problem clears).

4. You connect a USB2 device which has a faulty high speed interface (Try
connecting to another known working PC to check).

5. The enhanced port itself in the PC or it's associated driver is faulty.
(Try reinstalling the driver).

You didn't provide quite enough information for anyone to determine which of
these scenarios applies to you (though 1 and 3 is probably discounted). For
example: does the error message come up with a specific device or any
device? Does any other USB2 device work? Does the device in question work
on another PC? It just might also help if you told us what the device was.

That's true, the thin leads will not sustain USB 2 speeds...
the thicker leads are needed

I too am having this problem... I have 2 USB in the fron that are EACH plugged
into a defferent (2-hub) header. In the back I have 6 built-ins and 2 on a
USB /
serial PCI Plate.

Since I re-installed without disabling the "USB Legacy" as I normally do
all 12 available Enhanced USB are not available on ANY of these plugs
in fact I see all things (plugged into the front AND the back ) seem to be
using
the same HUB!

I tried and tried and now I am going to, once again, re-install windows
(after I make sure that it is not my bus speed or something like that)
BTW I am on a new MB a Biostar Tpower750 Nvida 750
