Are you working with a desktop PC?
Is there any chance you can remove the HDD from its USB(?) external
enclosure and install it as a secondary HDD in your system to see if you can
access its data that way? (I'm assuming that your system boots & functions
just fine notwithstanding the external HDD problem, right?)
Here's a sampling of some of the available data recovery programs. (No doubt
there are scores more available on the net). Many, if not most, of these
programs have "demo" versions available. If a demo version is available, in
virtually every case it will merely indicate if the data is recoverable
through the program; it will not actually recover the data. And that's not
an *absolute* guarantee that the data will, in effect, be recoverable when
using the program.

Finally, (depending upon how valuable the data on the disk is to you) your
only recourse would be to use a data recovery service. This, of course, can
be quite expensive - four-figure costs are not unusual.
