It dosn't happen everytime I turn my computer on, but I have been getting a
blue screen like a scan disk saying that the NTFS is checking for consistency
and then goes through a long process.

How do I fix this? Is this a hardwear problem and a sign that my hard drive
is dying? It's been doing this for a while and the computer isn't that old?
(I think I got it in late 2006 or early 2007.

It could very well be a sign that there's something amiss with your
hard drive. Go to the hard drive manufacturer's web site and download
the diagnostic tool offer to give you hard drive a better test.
