It doesn't happen every time I turn my computer on, but I get a blue screen
like the computer is running a scan disk before Windows boots up and it says
something like there is an NTFS error and the computer needs to check the
system for consistency.

What is this? Is this a sign that my hard drive has a problem that is
fixable? My computer is only from late 2006 or early 2007.

Any particular reason you couldn't wait more than 3 minutes before
