All of a sudden my cd & dvd drives are not working.
I uninstalled them and tried to reinstall them but it won't let me now.
The error message says: Windows cannot start this hardware device because
its configuration information (in the registry) is incomplete or damaged.
(Code 19)

PLEASE someone help me. I go to college online and need this fixed fast.
Any info would be appreciated.

Boot to Safe Mode.
Right click MyComputer on the desktop.
Click Properties in the popup menu.
Click "Hardware" tab > "Device Manager" button.
Expand "DVD/CD-ROM drives".
Uninstall Any/All dvd/cd-rom devices listed.
Close out of DM.
Open either MyComputer or Explorer.

Delete the contents of:

c:\documents and settings\your username folder\local settings\temp

c:\windows\temp

c:\prefetch

Close out of MyComputer or Explorer and reboot.
Windows should redetect/reinstall the devices.
