I have a Dell Latitude D610 with a built in bluetooth adapter. When I
do a fresh OS install on other similar machines, I am able to see the
Bluetooth icon in the control panel. I believe this machine used to
have the Toshiba Bluetooth stack on it. However it has since been
removed. I can confirm that there are no unknown devices or devices
with error in the device manager. I tried running
C:\windows\system32\bthprops.cpl and nothing happens. I can also
confirm that c:\windows\inf\bth.inf exists and is the original (SP2)
version. There is also a string value in
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run called
"BluetoothAuthenticationAgent" that has the value "rundll32.exe
bthprops.cpl,,BluetoothAuthenticationAgent".

Given all of the above, does anyone have any idea how to force the
bluetooth icon in the control panel to show up?

Check in Device Manager and look for the Bluetooth device (aka
radio.) You need a BlueTooth device before the icons show.

If I check view - show hidden devices, I see a section called Bluetooth
with the following 3 devices shown under it:
Bluetooth RFBUS
Bluetooth RFHID
Dell Wireless 360 Bluetooth Module

However if I don't have show hidden devices checked, there is no
Bluetooth Devices section.

On a new OS install on this type of machine, I see the Bluetooth Devices
section. Is there something I should do to make that section show up?

If any device is "hidden" then the device is:

- Not connected to the PC
- Not enabled in BIOS / CMOS
- Switched off (some laptops may have switch to turn off features.)
- Disconnected (after any possible servicing.)
-- Dead and not functionalable.

Aslo, if the system is a Del, it is very must "improbable" the a
Toshiba Bluetooth protocol. I only know of three protocols:

-- Microsoft's BlueTooth (part of SP2.)
-- Bluesoleil
-- Widcomm (now Broadcom)
