What Operating System are we talking about here?
- Windows XP Home Edition
- Windows Xp Professional Edition
- Windows XP Tablet PC Edition
- Windows XP Media Center Edition
- Windows XP Professional x64 Edition

Is this computer a member of a domain or just a workgroup?

Did you ever have this option - if so - what changed between then and now?

Is the last part an affirmation/answering your own question?
That is correct - you do not get a "Welcome Screen" when you are a member of
a domain in Windows XP.
