Use Open App, Don't Open New File

If you have Internet Explorer open, you are working in another app, and then
click IE in the QuickLaunch, you get a second new window in IE.

Is there a setting that would open the existing IE window/app rather than
starting a new 2nd window?

This is especially annoying when you want to use Hot Keys on a Microsoft
keyboard. Most Microsoft apps behave this way, Outlook does the right thing
and simply takes you to the open app.

I just use Alt+Tab to switch through the windows I have open.

I do too, but this is for my clients that want to Just Press The Button.

Try explaining to your client that the "button" gives a open new window
command to the system.
Explain that selecting the all ready open window sitting just along the
toolbar at the bottom of the screen will bring that window to focus.
You could try teaching them keyboard shortcuts, just think how impressed
they'll be when they get it right first time and can now work more
efficiently.
