I am abandoning Vista due to persistent USB problems and returning to XP. I
have installed all BIOS updates and chipset drivers for Vista. So if I go
back to XP, should I install the XP BIOS and chipset driver before or after
formatting?

I would not reflash the bios with an older version unless you know
specifically that the updated bios
will not work with XP.

Once you have your data backed up and go to install XP you have the option
to hit F6
and load any 3rd party drivers that you'd need. At this point...it you are
using an SATA drive,
you'd want to load the drivers for the SATA controller so that the installer
can recognize your HD.

Once the installation is complete, you can install any add'l drivers needed

Leave the BIOS alone. The Vista chipset drivers for your board will be lost
when you revert back to XP so don't worry about it. Just repartition,
reformat and reinstall XP. Vista will be gone.
