The frame of my Windows Task Manager has disappeared. This is the blue part
with the min, max, and close buttons on the top right. This whole part has
disappeared. The rest of the Task Manager is still there. Without the
buttons I can't close the Task Manager.

The only thing I did was click on it when I did an alt/clr/delete and it
popped in as I was about to click on something else. I think I clicked on
one of the items in the list. Surprisingly, restarting the computer didn't
restore the Task Manager.

How can I restore the Task Manager so it will have its frame and min/max
buttons?

Double click the gray border.

You can close Task Manager using Alt+F4

To solve your problem, double click anywhere on the border of the
window. Double clicking toggles between the two different views.

I had the same problem Robert and hope this reply helps you and anyone else with the same problem.

Just double click anywhere in the windows task manager box and it should restore it for you.
