Where the new window will open

I use two monitors for an expanded desktop. How do you control where new
windows will open. Often I'll be using explorer to look at something, and
click a link to open a new window, and it pops up on the other screen, or
when doing repetitive work, the new window will begin to creep towards the
edge of screen 1 after several repititions of opening and closing, to
eventually begin appearing, half on one screen and half on another.

Is there a setting or technique I can use to anchor where the new window
opens, so it's consistent time after time?

If you are using Dual monitor setup configured by your vid card, there would
be utilities from you vid card to amend its settings, that are installed by
default with your vid drivers

I looked at the adapter settings, nothing in there will allow you to
establish an anchor for where new windows appear on the screen, and nothing
in there has an affect on where windows pop up on the screen. It's an ATI
adapter card.

I would expect this to be in windows somewhere, but I've looked in control
panel and found nothing.
