I want to be able to enlarge just one desktop icon and make it bigger
than the other ones on my desktop so that it stands out.

Can I do that?

You can just make your own icon

Any bitmap image will work if you change the extension to .ico


A small image will be fine
I don't know what size you need...but maybe you could create one 256 x 256
pixels
then go up or down as needed if that was not right for you

Yes, but the overall size of the icon will still be the same size as
all the others. As far as I know, there's no way to make a single one
any bigger.
