Bit more detail needed here.
What program? Any program, or just this particular one? (If just this one,
have you checked the manufacturer's website?)
Do the other top-right-buttons work okay (minimise, restore, maximise)?
Could it be that the program has a dialog box open which you need to close
before being able to close the main program? Try minimising all other apps
one at a time to the taskbar in case such a dialog box is hiding somewhere.
Can you close it by right-clicking its "icon" in the taskbar and choosing
Close?
Has this always happened, or only recently? If recently, what other changes
have been made to the system recently?
If others use this machine with their own logons, does the same hold for
them?
Is the program installed anywhere else (other machines), if so does the
problem happen there, too?
Have a look in the Event Logs (Start > Run > type "eventvwr.msc" > Enter)
for any relevant alerts.
