If you can't boot into Safe mode (F8 key after bios screen) as it still
hangs on one of the driver installations, do a restore to last known good
..... and that also fails you need to continue with this message.
If you have a bootable Windows XP CD you can uninstall the SP3 setup by
using the first knowledge base article listed below. I had to use method 4
via the recovery console to remove a failed, non-bootable SP 3 install
recently. Once you run the uninstall from the recovery console and if the
computer boots then, you may still need to uninstall SP 3 from the Control
panel, Add/Remove Programs selection.

Now, if you do not have a XP CD but you have a recovery partition that will
reinstall factory default settings, you need to obtain (beg, borrow or
steal) a bootable XP CD of the version you have installed (Home or Pro). As
my system came with a recovery partition, I could not access the recovery
console to do the uninstall. I did have, however, an Enterprise version XP
Pro Gold (no SP on CD) that I borrowed from work that allowed me to get into
the recovery console by booting with that CD and then uninstall the SP3
install. I was able to then boot to my hard drive's XP install and finish
the uninstall from the Control Panel. Still haven't found out what crashed
the install of SP 3 on my Averatec laptop but I suspect it is the video
driver that has no new update available (also gave me a stop error of 135
but was referencing a .dll file on my system.)
