How do I leave a footer unprotected in a form?

I'm creating a form that will have multiple sections, some protected, some
not. I want the footer to be unprotected entirely. How do I do this?

You can't. As long as one section is protected, all headers/footers are
locked.

We're setting up templates in which certain sections will only allow user
access to fill in fields; the balance of the template will be open to user
content. So I want the user to be able to put in their own footer (based on
defined content minimum requirements that would be provided to them via a
separate instructional document). Is there a macro that we could write that
would either place a footer into the document? What about one that would put
the footer in even if it wasn't actually in the footer pane but just placed
at the bottom of the page? Thanks.

You can have a toolbar button labelled "Footer Text" for example. This would
call a macro that would display a userform for the user to enter footer
info. With dropdown and content checking, you could actually make sure that
the footer content is per specifications. Then, insert the text in the
footer by unprotecting the document and reprotecting it once you are done.
