How can a subscript and superscript template be created
like the one in MS Equation Editor 3.0?

Following is what I mean by creating Subscript and
Superscript templates:

On the toolbar for Equation Editor 3.0, when you mouse
over the symbol for subscript and superscript, you see a
tool tip that reads as 'Subscript and Superscript
templates'.
If I want to create a template similar to one of these
templates for my own needs, how would I do so?
