I am creating a form template in Word, but it will not
give me the option to "Protect Document," which is
required to make the form fillable. Can someone tell me
what I am doing wrong?

Hi Mari,

Which versyon of Word are you using?

How are you trying to protect the form? Menu choice under Tools? Clicking on
the lock on the Forms toolbar?

What happens when you create a blank new document, can you protect that?

I am in Word2000 and I have tried both the menu choice and
the forms toolbar. When I open a new blank document, it
allows me to Protect...

Do you have the Header and Footer pane open? The forms toolbar is disable
when the Headers and Footers toolbar is active.

Nope, the Header and Footer toolbar is not on.

However, I just solved it by pasting into a new document.
I am wondering if it has problems doing "Protect Document"
after the doc has been made into a template?

Well, anyway, I figured it out finally... thanks so much
for all of the help. I will be saving this site in my
favorites...

Does this have anything to do with not using a table to
set up my form? I am totally baffled. I am beginning to
assume that this is just yet another bug in MSWord that
has no explanation or solution...

Are you in Design mode?
Check if you are by displaying the Control Toolbox from the View > Toolbar
menu.

This morning I came across a situation where someone sent me a template with
formfields in it that had macros in it as well. I opened it with the macros
disabled and in that mode, the forms toolbar was not enabled.

It should _not_ have anything to do with using or not using a table to set
up your form. Using a table or not is a matter of how you want your form to
look, not whether it can be used as a form. When you say it won't allow your
form to be used, what do you mean? What do you do to try to use the form?
What does Word do that causes problems?
