When i want to type a question mark, quotes or brackets all i get is an e
with an accent mark not the symbol. is something wrong with the keyboard or
is there some setting that is messed up

You probably have the keyboard in Windows set to some language other
than English. See
http://homepage.swissonline.ch/cindymeister/LangFmt.htm for how to get
everything set to the same language.

Yes, the sender grammar setting that seems to think the i improves
readability.
