Well, first of all, if you actually saved your document as a template (.dot
file), then you don't "open" it to type on it; you create a new document
based on it. I think, however, that you have misunderstood what a template
is. It is not a background or master page in a different layer from the one
on which you type; it is a preformatted document to which you can add text
and graphics to any that are already there. This doesn't mean that the ones
that are already there won't move. An inline graphic is just like text, and
it will move when you add text above it. A wrapped graphic is anchored to a
text paragraph and will move when you add text above that paragraph.
If you want the images to remain stationary, you can anchor them to the
header paragraph, but then they will appear on every page. If you want the
images just on the first page, you can select "Different first page" on the
Layout tab of Page Setup and anchor your images to the First Page Header
only.
