A document of instructions tells me to "Delete all 'line returns'
(paragraphs) used for spacing.

1. Is a line return "Space + enter?"

2. Does this just mean to delete the space between lines?

I suspect they're referring to "empty paragraphs," created when you press
Enter twice to insert a "blank line" between paragraphs. If you still want a
"blank line" use Space Before/After to add space. An easy way to add 12 pts
Space Before (the equivalent of a blank line) is to press Ctrl+0 (zero).
