How do I go about creating a table of addresses to print
out on labels without doing a mailmerge?

Use the new document button on the label wizard to create a page of labels
then fill 'em in. When you realise how much work this entails to maintain
for the future, you'll want to convert it to a data file for a mail merge -

and as mail merge does a much better job, why not learn how to do it?

You can work with label sheets directly by clicking the New Document button
in the Labels dialog (make sure you have table gridlines displayed so you
can see the label boundaries), but this doesn't always work well for more
than one sheet.
