Sometimes you can mouse over a comment indicator and the comment text will
pop up...and sometimes not. How do you control this?

I would say that they should always pop up, but if they don't, I'
thinking it's lack of available resources on your PC as opposed to
Word issue.

For instance, when you place your cursor above icons on your desktop
do they readily pop up? Or are they intermittent as well?

Knowing your version of Word and operating system is always helpful i
a case like this

I have Windows XP Home and Word 2000. I have 512 Meg of RAM, got it
upgraded just so I wouldn't have any "resource issues." Don't even go
there! :-)

When I mouse over icons on the desktop, the pop-up text does pop up.
