This has nothing to do with "Keep with next." It has everything to do with
how you have outline numbering set up. If you will do it exactly as
described at
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html, you will
have no problems.
OTOH, if you're constructing an outline from numbered heading styles, then
yes, you don't want them all to be formatted as "Keep with next" because
there's no Body Text for them to stay with, and the entire outline will try
to stick together in one clump.
