I am working in word and when I attempt to switch from header to footer the
screen scrolls to the bottom of the document but does not open the footer
editing area. What's up?

Check in File Page Setup, Layout Tab and make sure that the Footer Margin
isn't set to zero. Make sure that you are in Print Layout View. Make sure
that you haven't accidentally activated the Hide WhiteSpace button: move the
mouse pointer to the very top of the page border and it will change into a
symbol showing two vertical arrows pointing at each other and a screen
pop-up should display, 'Show WhiteSpace.' Other actions that help you see
the Footer is under Tools, Options, View tab, check Text Boundaries and to
toggle on the ShowAll command (the tool button that looks like a reversed
double-P character).
