What would change the blinking text-position cursor to be half height? I
don't remember changing anything.

I'm referring to the position pointer that moves with typed characters and
arrow keys, NOT the insertion pointer that move when the mouse is moved.

How can I restore the default?

Try changing the zoom to 500% and back to 100%.

We don't know why it happens, but that usually fixes it, at least for a
while.
