I have had no trouble with breaks till today. On two similar documents
(copied from the same original and modified):

* On one the column break functions as it should.
* On the second the column break functions as a page break.

In normal view both pages appear identical with identical break commands.
But in the layout view the second has a page break where the column break
should be.

What can cause this and how do I fix it?

do you have footnotes in your document? That seems to be
a known problem

you should try tools, options, compatibility, layout
footnotes like Word 6.0.

That might help. It might also change the layout in other
ways.
