Hi Mike
What you say seems to indicate that Level B is an 'alias' name that someone
or something has added to the built-in stylename - it isn't caused by any
standard Word feature as far as I'm aware. An alias doesn't change style
formatting in any way - it just gives another name you can use (and match
when pasting between documents).
I'm not clear exactly when you are getting the error message, but it sounds
like Word is objecting to an attempt to have the same alias added to two
different built-in styles - are you are trying to modify another style to
include the same alias, perhaps? Or maybe merging styled paragraphs where
the 'Level B' alias has been applied to two different styles so there is a
conflict?
For full instructions on how to set up chapter numbering reliably, have a

This explains how to set the numbering level for built-in heading styles.
