Unless something on this issue has been found recently, so far there hasn't
been a resolution for this issue. I suspect it is tied to Norton AV and the
Office Plug-in but I haven't been able to confirm it yet. If you do have
Norton then in Norton Options, in the Miscellaneous section, turn off Enable
Office Plug-in and see if that resolves the inability to open files outside
of the application.
