Under a specific account in Win XP Professional Word says
it has encountered an error and goes through the process
of Send or Don't Send message to Microsoft to report
error but never starts. I have moved all files in My
Documents, created a new Normal.dot and a host of other
things buy no luck. All the other accounts can launch
Word. And yes I have checked for viruses. Any ideas
from anyone???

What do you mean by "all of the other accounts"?

My guess is that you have either corrupted registry entries or a corrupted
normal.dot. In the case of the latter, are you positive that you deleted or
renamed the CORRECT normal.dot for that particular login/user?
