This reply came from the fine folks at microsoft support
(Laura Microsoft Online Support Engineer)
it worked for us
This issue is a pop issue these days after we launch
Office 2003. Based on our support experience, it is most
likely due to the incompatible antivirus application. To
confirm this on your computer, please disable Norton Anti-
Virus Microsoft Office Plug-In to test again. If
necessary, uninstall the antivirus application. If the
issue stops, we can conclude that this is an antivirus
problem. You may need to contact the antivirus support
for more information.
For more information, please refer to the article below:
OFF: Latest Information About How to Use Microsoft Office
with the Norton Anti-Virus Microsoft Office Plug-In

us;329820
If this problem continues, please perform the following
steps to unregister the Norton AntiVirus OfficeAV.dll
file:
1. Quit all programs.
2. Click Start, and then click Run.
3. Depending on how Norton AntiVirus 2000 is
installed, type one of
the following commands:
o If the Norton AntiVirus program is installed as a
stand-alone
product, type the following command, and then press ENTER
regsvr32 /u "c:\program files\norton
antivirus\officeav.dll"
where c is the drive where Norton AntiVirus is installed.
If the command is successful, you receive the following
message:
DllUnregisterServer in C:\Program Files\Norton
AntiVirus\OfficeAV.dll succeeded.
o If the Norton AntiVirus program is installed as
part of
SystemWorks, type the following command, and then press
ENTER
regsvr32 /u "c:\program files\norton systemworks\norton
antivirus\officeav.dll"
where C is the drive where SystemWorks is installed.
If the command is successful, you receive the following
message:
DllUnregisterServer in C:\Program Files\Norton
Systemworks\Norton AntiVirus\OfficeAV.dll succeeded.
4. Click OK.
5. Restart the computer.
hope this works for you
