I created a TOC for my document. The document has a cover page and the TOC
is two pages, so the content of my document actually begins on page 4. The
TOC is showing that the document begins on page 19. I have reloaded it
several times, but it always starts on page 19. When I click the hyperlinks
to the headings from the TOC, it takes me to the page on the TOC rather than
the actual section of the document associated with that heading. What am I
doing wrong?

Is Track Changes on? TC can affect the refresh and opteration of fields and
links.
What happens to the page numbers and click-link if you refresh the whole
document? (ie Ctrl+A to select the whole document, then F9)

Hi Dean,

Thanks for the advice. Although we were not using page numbers in the
document, the page number menu was set to begin numbering after the 16th
page. So my page 4 was showing up as page 19 in the TOC. Once I changed the
page number to 0, the TOC loaded correctly.
