In my guess, making a constant noise is to come from one of fans, as
hearing noise originating from front panel of PC.

Is there any way to quit down a constant noise of PC?

Replace of noisy component.
Open the case and find out what is doing it. I could be the hard drive,
in which case you may lose everything if you wait long enough.

In most cases it's the PSU fan. Replace it, then fix your
clock or your time zone - you're posting in the future.

As you have heard, if the noise does in fact emanate from a fan, then a
simple replacement is usually all that is necessary. But if you've never
opened your computer case (I assume this is a desktop machine?) and have no
experience installing or, replacing computer components, this could be a
problem for the inexperienced user. It really would be helpful if you had a
friend or acquaintance who has some reasonable familiarity with PC
components and who can assist you with this.

The problem here is that the noise may not be a result of a defective fan
but perhaps it's being caused by a failing hard drive or even some other
component in your PC. You must understand that noise - any untoward noise -
is not a good thing. I trust you are carefully backing up your data on a
day-to-day basis. If you're not, then do so.

And check out sites such as www.endpcnoise.com, for example, (they have some
quiet fans and power supplies, etc) - and there are other such sites, too..
