Most audio card outputs do not deliver enough wattage to drive an
unpowered speaker beyond the sound being barely audible. The
closest thing to a utility might be DXDiag.Exe. However, it will not
provide any type of Output power rating. The type of information
you seek is more a motherboard specification or that of the add-in
sound card.

No. this is purely based on your onboard sound device/sound card. Most PC
Speaker out now have a power source only for them. Only older sets do not
have this.

It's been a long time since I saw a sound card with high-power
outputs. Nowadays the outputs are line-level voltages with very
little amperage so you are expected to connect powered speakers.

Whether you need powered speakers is a hardware requirement, not an OS
requirement and not even an application requirement. You'll have to
see what type of outputs are available on your sound card or the
backpanel for the motherboard.
