It means one of your start up programs has gone walk about.
Some things to try:
1) boot into "safe" mode and see if the problems
recurs. If it does, it is probably a corrupted Windows
component. Try installing service pack 3. It may
overwrite the corrupted component
2) go into "msconfig" and go into "diagnostic startup".
If it works, go back into msconfig and select selective startup.
The idea is to divide and conquer until you isolate the
guy. If it does not work, see step 1 and step 3
3) worst case, do an "in place" reinstall of XP.
I'd install service pack 3 first
