This dell system is just out of the box and upgraded from SP2 to SP3 with
users set up. When you log in as a user name it will not shut down or logoff
without holding in the power button unless you are in safe mode. When you
log in as the Administrator it will shut down or log off normally.

Any thoughts.

Look in the Event Viewer for hung applications or even faulty drivers. Check
the Dell website for driver updates or for known problems. They preinstall
many extra programs that you may not need. Also check your security software
settings if they have changed lately. Is it a laptop or a desktop? If there
are hardware devices that you are not even using you might consider
disabling them.
