Is there a way to stop the computers clock from syncing up against an
online server? At work we have to go by the time that they set, which
is three minutes slower than the computers time. I can reset the clock
on the computer to match the work time but every hour or so it syncs
itself up online again and is three minutes faster. Is there a way to
prevent the computer from doing this?

Click Start, Run and enter SERVICES.MSC Locate the Windows Time Service,
double click it and set it to Stopped and Disabled.
