Error message when you install a Windows 2000 service pack or product update

You can also use Method 4: Reregister DLL files that are associated with
Cryptographic Services on KB822798 but skip sccbase.dll in step 2 and
step 5.
The issue may also be caused by the installed antivirus/security
software scanning the locked Edb.log
