What will SP3 supposedly 'fix' and/or improve?

Will it totally bugger up my important applications?
Is it mostly just a 'security update'?

Where's the 'master document' that shows what all the nifty things it
will do?

Being a pre-release product - there really is not a direct support
option available. You have a few options, however:

Start here:

Which can lead you:

and the forums set up specifically for the pre-release product:

Where you can download it in different languages OR download a script that
sets a registry key on your system so you can get Windows XP SP3 Release
Candidate 2 from the Windows Update web page directly.

I do not recommend installing the pre-release (release candidate 2) on any
machine you are not willing to rebuild from scratch.

Thanks, I'll check all these out.
Probably won't do the update though, and I hope the updater doesn't keep

Wouldn't it be nice if you can load a PC with WinXP SP3 instead of WinXP SP2
(or worse.. WinXP SP1) + a ton of post SP2 updates? I've been waiting for
SP3 final version so I can slipstream it.

True.

But a user will at least be required to have SP1 or SP2 installed first, in
order to install SP3.

Unless something has changed in the past month or so, SP3 will not install
directly on top of XP 'Gold.'

Been loading my PCs with Windows XP with SP2 + most Post-SP2 updates and
then some other applications by scripting/runonce for years now... SP3
really does little for me in that aspect - as I will still have to add each
post-sp3 update to the installation media each month as I do post-sp2
updates now.

Just like it was for SP2 - the novelty (in the frame of reference given in
this part of the conversation) will wear off in 30 days or less.
