Big guess - older Windows installation?

From notes I kept ages ago -
Windows ME system from IE 5.5 to IE 6.0. "Setup was unable to install all components. Shut
down those and reinstall."
Open Windows Explorer (not Internet Explorer).
Navigate to: C:/Program Files/Internet Explorer/Uninstall Information.
Right click the Uninstall Information folder, select Properties.
Uncheck the Hidden box and then click OK or Apply.
NB: A confirmation screen will come up. Select the Apply changes to this folder,
subfolders and files button.
Now MOVE all of the files to another folder (suggest you create a new temporary folder).
Reboot your computer.
Now make certain that the Uninstall Information folder is empty.
Hopefully you can now install all the components.
Once installed, MOVE the previously removed Uninstall Information files back to the
original location.
If I've guessed wrong, I'll have to polish the crystal ball again.
