when I get in the internet to navegate, and a new window is open and when I
close that window to go back. I get a message that window is restarting. and
i have to start all over. for example my e-mails.

do with Windows Update?

Is English a non-native language to you? If so, you might want to try
using an online translator. They're not that great but would probably
work better at translation than yourself.

Probably a plug-in issue.

If XP: Right-click on the Internet Explorer Icon and select to start
Internet Explorer with no plug-ins.

If not XP, open IE and disable plug-ins.

Then re-enable them one at a time until you find the one causing the
problem.
