Windows Updates is completely broken right now. No updates download
properly, even on machine that don't have yet SP3 and where there were
no problems last week. Now, all we get is "PerUpdate" regulated and
can NOT download.
My guess is all servers are overwhelmed by the flood of SP3 updates,
or somehow Microsoft has disabled Updates on demand to favor Automatic
Updates.
