I have tried to update KB942763 which is about the new daylight saving rule
for many times but it shows an error message 80073712. I can't find the file
pending.xml under C:\Windows\winsxs\ even I have shown all hidden files and
operating files.
Besides, I have installed the new version of Windows Update Agent as well.
However I still cannot install the update.
This update is very important as the computer will automatically cancel the
daylight saving 1 week earlier than the new date, which would lead to a
serious time problem. I can update all other updates successfully just except
this. Please let me update it or give me another update for Australian
daylight saving. Thanks

Windows version of the machine in question?

Are you absolutely certain KB942763 applies to the Windows version or hasn't
already been installed?

Try the toubleshooting steps here:

I am using Windows Vista. I have checked my updated list but cannot find
KB942763. I have also downloaded an update pack from your troubleshooting
steps but it says update not applicable to my system.

Is Vista SP1 installed? (Just asking for now: Don't take it as a suggestion
or recommendation to install it, please.)

What "update pack"? Did you go through all of the troubleshooting steps
using the appropriate interactive interface at
http://support.microsoft.com/gp/cp_dst?

In what time zone do you live? Is the Vista machine currently displaying
the correct date and time? Is the "Automatically adjust for Daylight
Savings Time" option enabled?

Vista SP1 is not installed in my computer.

Actually I cannot go through all the troubleshooting steps:
1. I use computer at home
2. Microsoft Windows Vista, 32-bit version
3. Clicked "Download button"
4. Opened the file but it shows: Update not applicable to your system
(Although I am sure I am using Vista 32-bit version, I have also tried both
32 and 64-bit)
5. I clicked next anyway
6. I do not use the Calendar feature in Outlook
7. It says "finished"

I am living in Sydney (UTC+10), now still in daylight saving (UTC+11). The
machine currently shows the correct date and time. The "Automatically adjust
for Daylight Savings Time" is enabled. It just says "Daylight Saving would be
ended on 30th March 2008", which is wrong.

Thanks for your help so far and I hope the problem could be solved soon.

Hmm...

It might be best if you contacted MS Support about this, Truman:
